Mission Statement

The Mission of the Housing Authority of the County of Dauphin is to provide eligible families with Safe, Decent, and Affordable housing opportunities as they strive to achieve self-sufficiency and improve the quality of their lives. Furthermore, the Housing Authority will endeavor to provide accessible facilities to persons with disabilities. The Housing Authority is committed to operating in an efficient, ethical, and professional manner as well as creating and maintaining partnerships with its clients and appropriate community agencies.

The Housing Authority of the County of Dauphin (HACD) is a non-profit, public agency incorporated in the Commonwealth of Pennsylvania under the Housing Authority Law of 1937 for the purpose of providing decent, safe, and affordable living environments that foster stability, independence and self-sufficiency for low income residents of Dauphin County.

HACD owns and operates approximately 800 conventional Public Housing dwellings which are subsidized by the U.S. Department of Housing and Urban Development (HUD). The Authority also administers the Federal housing subsidy program known as Section 8, which makes it possible for residents with low incomes to live in private rental housing throughout the county, HACD is currently assisting more than 1,000 rental assistance clients. In addition, the Authority offers a program to assist qualified low income residents' become homeowners.
